For international merchants selling into the United States, the tax landscape can feel like a minefield. With over 13,000 different tax jurisdictions, the US does not have a single national sales tax. Instead, it is a patchwork of state, county, and city taxes.
Shopify Tax is a powerful tool designed to simplify this chaos, but many international sellers misunderstand its scope—specifically regarding Tax Treaties and the legal obligations of collecting money.
Here is a breakdown of exactly what Shopify Tax can do for your business, the specific actions you need to take when using it, and crucially, what it cannot do.
Part 1: What Help Can You Get From Shopify Tax?
Shopify Tax is a "Sales Tax" engine. Its primary goal is to ensure you calculate and collect the correct amount of money from your customers to eventually pass on to state governments.
1. Automated "Economic Nexus" Monitoring & Actionable Alerts
As an international seller, you don't automatically owe sales tax in every state. You usually only need to register and collect tax in a state if you cross a certain threshold (e.g., $100,000 in sales or 200 transactions). This concept is called Economic Nexus.
The Help: Shopify Tax monitors your sales in real-time. It alerts you when you are approaching or have crossed a threshold in a specific state (like California or Florida), telling you exactly when you are legally required to register.

The Workflow: What to do when you see "Action Required" When Shopify displays the alert "Action required: Start collecting taxes" under Manage sales tax liability, do not panic—but do not ignore it.
However, clicking the "Start collecting" button is actually the last step of the process, not the first. You must follow this specific workflow to avoid committing tax fraud (collecting tax without a permit):
Step A: Register with the State Government (External Action) Shopify cannot register for you. You must leave the platform and deal directly with the state.
Identify the state flagged in your dashboard.
Visit that state’s "Department of Revenue" or "Taxation" website.
Apply for a Sales Tax Permit (also known as a Seller's Permit or Resale Certificate). You will likely need your EIN and business entity details.
Step B: Receive Your State Tax ID Once processed, the state will issue you a State Tax ID Number and assign you a filing frequency (Monthly, Quarterly, or Annually). Record this frequency immediately; missing a filing deadline leads to penalties.
Step C: Activate Collection in Shopify (Internal Action) Only after you possess your State Tax ID should you return to Shopify to clear the alert.

The Reality: While Shopify Tax calculates and collects the money from the customer, it does not automatically send that money to the state governments.
You (or your accountant) must still file the returns and remit the payment according to the schedule assigned to you in Step B above. Shopify provides the detailed reports needed to fill out these forms, but it does not push the "pay" button for you.
The Verdict: What Should International Sellers Do?
To stay compliant and profitable, follow this two-step approach:
For Sales Tax (The Customer's Money): Fully utilize Shopify Tax. Ensure your products are categorized correctly. When you receive a Nexus alert, register with the state immediately, get your ID, and then activate collection in Shopify.
For Income Tax (Your Money): Do not rely on Shopify. If you believe you are exempt from US Federal Income Tax due to a treaty, you need to consult a cross-border CPA to handle your IRS filings.
